PIFI Distinguished Scientist Program
(1) Qualifications: Foreign experts (scholars) should be internationally renowned experts (scholars) with high academic reputation and international influence, formal employees of foreign institutions (or retired from foreign institutions), and have no employment relationship with CAS or SIBET.
(2) Evaluation Focus: Focus on evaluating the academic level, international reputation and influence, and content of exchange in China of foreign experts (scholars).
(3) Execution Time and Content: Conduct academic visits to CAS and SIBET for 1-2 weeks and give academic lectures and exchanges in at least 2 affiliated units (including SIBET).
(4) Execution Period: Before October 202X
(5) Funding Standard: ￥40,000/week/project
(6) Scope of Expenditure: Living expenses, round-trip airfare to China, transportation expenses, insurance expenses, and service fees. (If the service fee already includes expert living expenses, transportation expenses, and insurance expenses, it should not be paid again.)
(7) Restriction Requirements: Those who have already implemented this project in the same application year may not apply again. Foreign experts (scholars) who have been included in the PIFI Group project should generally not apply for this project again. Under equal conditions, priority should generally be given to projects that have not been funded.
PIFI Visiting Scientist Program
(1) Qualifications: Foreign experts (scholars) should be outstanding experts (scholars) with certain academic reputation and international influence, formal employees of foreign institutions (or retired from foreign institutions), and have no employment relationship with CAS or SIBET.
(2) Evaluation Focus: Focus on evaluating the academic level and content of cooperation between foreign experts (scholars).
(3) Execution Time: Foreign experts (scholars) should visit CAS and SIBET for academic visits or cooperative research for 1-6 months, holding at least 1 open academic exchange activity. The project can be implemented in stages during the execution period, with each stage not less than 1 month of continuous visit to our academy. Visits and exchange activities of less than 1 month at a time during the execution period are not counted as project execution time.
(4) Execution Period: Before October 202X
(5) Funding Standard: The funding standards for foreign professors/associate professors/assistant professors (including postdoctoral researchers) or equivalent are ￥40,000/￥30,000/￥20,000/month/project respectively, and one round-trip economy class international travel fare is subsidized.
(6) Renewal Application: After the project execution period of 1 month, the project leader can apply for project renewal through the ARP system. Foreign experts (scholars) with the title of professor (or equivalent) can apply for project renewal. Foreign experts (scholars) who have been continuously funded for more than 18 months should be evaluated and converted to PIFI Expert.
(7) Scope of Expenditure: Transportation expenses, insurance expenses, and service fees. (If the service fee already includes expert transportation expenses and insurance expenses, it should not be paid again.)
(8) Restriction Requirements: Foreign experts (scholars) who have been included in the PIFI Group project funding should generally not apply for this project again. Under equal conditions, priority should generally be given to projects that have not been funded.
PIFI Group Project
(1) Project Leader Qualification: The main person in charge must be the main person in charge of national key laboratories, national major scientific research innovation tasks, national major scientific equipment and scientific and technological infrastructure construction and operation departments, or undertake major tasks deployed by national and local relevant departments with funding exceeding 100 million yuan.
(2) Foreign Qualifications: The head of the foreign team should be an internationally renowned expert (scholar) with very high academic reputation and international influence, the team leader or academic leader of a well-known foreign institution, and have no employment relationship with CAS or SIBET.
(3) Requirements for Foreign Teams: At least 5 teams from 5 different countries.
(4) Evaluation Focus: Focus on evaluating the actual role of the project in supporting major reform initiatives, implementing major scientific research innovation tasks, and operating national major scientific equipment and scientific and technological infrastructure construction, as well as the academic level and international cooperation ability of the project leader and his research unit, the hardware and software conditions and service guarantee capabilities of the project-supported unit, the academic level of the foreign team, and the project organization and implementation plan.
(5) Execution Time: The project execution period is 3 years, from January 1, to December 31, and should not be extended in principle.
(6) Funding Standard: ￥3 million/3 years.
(7) During the project execution period, the project leader can independently arrange exchanges, visits, and cooperative research with the foreign team leader and its team members. Organize at least 2 PIFI academic exchange activities.
(8) Scope of Expenditure: Refer to the relevant provisions of the outstanding scholars, visiting scholars, and outstanding youth project for expenditure, and unauthorized expansion of the expenditure scope is not allowed.
PIFI Expert Program
(1) Application Method: The project adopts a "position application system", with specified positions firstly and then select the person in need.
(2) Evaluation Focus: Focus on evaluating the importance, urgency, and necessity of supporting positions in the project.
(3) Application Process: After passing the review of the International Cooperation Bureau, CAS, within 30 days after receiving the project approval notice, the Chinese side must release the position demand on the official website and designated channels of the CAS and SIBET, with a public recruitment time of not less than 3 months, and organize on-site interview. If no suitable candidate is selected within 10 months from the approval of the position, the project will be automatically terminated.
(4) During the project execution period, foreign experts must be managed as full-time staff, and their working time per year in China must not be less than 9 months.
(5) The project funding period is 2-3 years. The funding standard is determined based on the contract amount signed by both parties. The PIFI bears 60% of the contract amount and up to ￥600,000/year/project. Excellent performers can apply for continuation of funding, with a total funding period not exceeding 5 years.
Application Method:
(1) Project leader: should be an employee of SIBET, have the professional title of associate professor (or equivalent) or above, and have the ability to independently carry out international academic exchanges and cooperation.
(2) Project leader Information: Must register and activate their account on the PIFI official website (https://pifi.cas.cn/) and complete the English resume before submitting the application through the ARP system.
(3) Filling Path: International Cooperation-International Exchange Program-PIFI-Application Filling-Add, and upload relevant attachments as required.
(4) Foreign PIFI English Application Form (choose one of the following):
i. Assisted by the Project leader to fill in the application form.
ii. Independently filled in by the foreign side online: Submit the English application form and related attachments through the PIFI official website (https://pifi.cas.cn/). Filling path: My PIFI-Login-My Application. [Special reminder: After the foreign expert completes the application form and attachment submission through the PIFI official website, the Project leader can enter the email address of the foreign expert when applying through the ARP system to associate the foreign expert's application information.]
Project Execution Change: In case of changes in project execution, please consult with the foreign experts and communicate with the SIBET International Cooperation Office before September 202X.
