(1)High-level talents project
Leaders of research fields will be introduced by setting up innovative labs, research platforms, and organizing research projects. They will grow to maturity academically with the supports of talents plans (“Thousand Talents Plans”, “Hundred Talents Plan”, “Talents Plan of Suzhou”, “Innovation Leaders Plan” and so on).

(2)Rising-Level talents project
Project leaders with research background and experiences will be introduced timely. They will be able to conduct scientific research independently or carry out relevant research projects with other high-level talents. Academic environment will be created for them by funding support, talent plans application of CAS and local government so that they can grow into leaders in their research fields. About 30 project leaders will be introduced by the end of 2011. 

(3)Entry-level talents project
Personnel training project is arranged by way of “two cities and three periods” when new staffs come to the institute and Youth Development Funds has been established to encourage outstanding young scientists to carry out innovative research independently. This policy has attracted groups of young researchers who are in the active period of innovation, so the overall quality of the management team will be improved. About 200 young research elites will be introduced by the end of 2011.
